Who this office is for

The voivode of the voivodeship where you live decides most residence cases: a temporary or permanent residence permit, an EU long-term resident permit (art. 104 ust. 1, 201 ust. 1 and 218 ust. 1 of the Foreigners Act) and the CUKR card (art. 42o ust. 1 of the Ukraine special act). In the Świętokrzyskie voivodeship that is the Świętokrzyski Urząd Wojewódzki w Kielcach. Residence cases are handled by its Wydział Spraw Obywatelskich i Cudzoziemców.

How to send a letter

By post: Wydział Spraw Obywatelskich i Cudzoziemców, Świętokrzyski Urząd Wojewódzki w Kielcach, al. IX Wieków Kielc 3, 25-516 Kielce. Send it by registered post (list polecony) and keep the receipt. A letter posted at Poczta Polska by the last day is on time (art. 57 § 5 pkt 2 k.p.a.).
In person: at the office's registry desk (kancelaria). Ask for a stamped copy.
Online: from your own e-Doręczenia address to the office’s, signed with a trusted profile or another electronic signature (art. 63 § 1 and art. 14 § 1a k.p.a.). Not through ePUAP: since 1 January 2026, a letter sent through it no longer counts as delivered (art. 147 ust. 2 of the act on electronic delivery).
Not by plain email. A letter in your case sent to the office's email address is left unexamined (art. 63 § 1 k.p.a.).

Applications go through MOS

For applications filed from 27 April 2026, you apply online through MOS (art. 106c ust. 1, 203c ust. 1 and 225a ust. 1 of the Foreigners Act). For a temporary residence permit, the office then calls you in person, with at least 7 days' notice, to give your fingerprints and a sample of your signature (art. 106e ust. 1).

A ponaglenie or an appeal

Both are for the Head of the Office for Foreigners (Szef Urzędu do Spraw Cudzoziemców), who is the higher authority over the voivode (art. 22 ust. 2 of the Foreigners Act). But you send them to this office, which passes them on: a ponaglenie within 7 days (art. 37 § 3–4 k.p.a.), an appeal with the case file within 7 days (art. 129 § 1 and art. 133 k.p.a.).

Until 4 March 2027, the voivode's time limits in residence cases are paused (art. 100d of the Ukraine special act). A ponaglenie still counts: it is the step you need before a complaint to an administrative court.
